Frank was born in 1957 in Chicago , IL . In 1973, he moved with his parents and family to Anaheim , CA and was a graduate of Katella High School in 1975. On December 7, 1975 Frank asked Jesus to be his Lord and Savior. Frank attended Calvary Chapel of Costa Mesa and studied under the teaching ministry of Pastor Chuck Smith. Pastor Frank considers Chuck Smith to be his pastor and mentor to this day. In 1976 Frank met and married his wife, Tammy, and together they have three children, Anthony, Michael, and Christi; all three are now married and have provided Frank and Tammy with beautiful grandchildren.

On June 21, 2006, Frank's wife Tammy died at the age of 51, after 30 years of marriage. Pastor Frank has since remrried and enjoys life in Vineland with his wife, Gerri. Today, Frank, serves as the Senior Pastor at Calvary Chapel of Vineland.

The teaching ministry of Pastor Frank can be heard through the radio ministry of Pressing Onward, which airs on various stations in New Jersey.
